Restricted Jurisdictions

Why this page exists
Under the terms governing each of our products, the relevant product is not available to any person or entity that is located, organised or resident in a Restricted Jurisdiction, designated on a sanctions list maintained by the European Union, the United Nations, the United States Department of the Treasury (OFAC), or the United Kingdom (OFSI), or directly or indirectly owned or controlled by such a person or entity. This page publishes the current list of Restricted Jurisdictions referenced by those terms.
Definition
"Restricted Jurisdiction" means, together:
- any country or territory subject to comprehensive trade or economic sanctions or embargo under EU, UN, US or UK law; and
- any jurisdiction listed in Annex I to the Council conclusions on the EU list of non-cooperative jurisdictions for tax purposes.
Current list
A. Countries and territories under comprehensive embargo
- Cuba
- Iran
- North Korea (DPRK)
- Crimea, Sevastopol, and the non-government-controlled areas of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions of Ukraine (EU / UK / US regional embargo)
Because the scope of each of the four sanctions regimes changes independently, the authoritative source in the event of any discrepancy is:
- EU — the EU consolidated financial sanctions list
- UN — the UN Security Council Consolidated List
- US — OFAC, Sanctions Programs and Country Information
- UK — the UK Sanctions List (UKSL)
B. Jurisdictions on Annex I to the EU list of non-cooperative jurisdictions for tax purposes
American Samoa, Anguilla, Guam, Palau, Panama, the Russian Federation, Turks and Caicos Islands, the US Virgin Islands, Vanuatu, and Viet Nam.
The current version of Annex I is available on the Council of the European Union's website (consilium.europa.eu).
What this means
If you are located, organised, or resident in one of the jurisdictions above, are designated on an EU, UN, OFAC, or OFSI sanctions list, or are owned or controlled by such a person or entity, you may not access or use any of our products.
Changes to this list
If a jurisdiction is added to this list and the addition restricts access for a person or organisation that already holds an account or an active agreement for one of our products, we will give advance notice before the restriction takes effect, unless earlier action is required by applicable law, a competent authority, or the entry into force of a restrictive measure.
