Tour fix and cleaner import logs
Post-onboarding tour no longer sticks around after you leave a step, and import logs show clearer authorization errors.

- Connections import logs show Authorization issues instead of operator-facing error text when permissions block a sync.
Fixed
- Post-onboarding guided tour card no longer stays docked after you navigate away from the active step.
